“Kill them wherever you encounter them and expel them from where they expelled you, for persecution is worse than killing. Do not fight them at the Sacred Mosque unless they fight you there. If they do fight you, then kill them—that is the recompense of the disbelievers.”
2:192–193
“But if they cease, then Allah is Forgiving and Merciful.
Fight them until there is no more persecution and [religion] is [freely] for Allah. But if they cease, then there is to be no aggression except against the oppressors.”

These verses were revealed after the early Muslim community in Mecca was persecuted, tortured, and forced into exile to Medina.
The Quraysh (the ruling tribe of Mecca) expelled Muslims from their homes, seized their property, and tried to prevent them from practicing their faith.
Even after migration to Medina, the Quraysh continued to attack Muslims militarily, leading to battles such as Badr and Uhud.
So, the verse was about self-defense against an enemy who had already driven them out and continued aggression.
The Prophet ﷺ is reported to have said:
"It is better for one of you to be stabbed in the head with an iron needle than to touch a woman who is not permissible for him."
